Abstract

La médina de Bou-Saada représente l’un des héritages historiques dans notre pays, elle représente une valeur exceptionnelle, et un témoin de grands moments d'histoire et des mutations techniques et culturelles depuis neuf siècles, ainsi une offre à peu près complète de grand tourisme. Mais, elle a aujourd'hui un avenir incertain, Son patrimoine architectural subit des attaques nuisibles, en plus des facteurs classiques de dégradation, ces attaques dues au développement urbain accéléré et non maitrisé, ce dernier ayant des impacts sur la vie de la société en général du point de vue culturel, social et économique... Le tissu urbain de la médina connaît une dégradation très avancée au manque d'entretien, à l'introduction de nouveaux matériaux et modes de construction, et aux interventions ponctuelles inadaptées et surtout aux difficultés relatives à la gestion de ce patrimoine par manque d'une réglementation d'urbanisme spécifique qui définit le statut de la médina. La préservation de la médina de Bou-Saada, et son intégration dans la dynamique urbaine, en pleine mutation technologique, est un processus complexe, en raison de l’augmentation des facteurs et problèmes qui l’affectent. Les interventions menées dans la médina depuis l’indépendance, restent loin des objectifs tracés, par manque de recherches et d’études scientifiques sérieuses. Elles ne peuvent pas arrêter la dégradation de la médina, ainsi les habitants ne cessent de transplanter vers les quartiers adjacents. Devant cette situation critique, on a essayé dans cette recherche de s'interroger, sur "la préservation de ce patrimoine" dans ce contexte fragile, afin d’améliorer les conditions de vie de ses habitants, et amener à intégrer la médina à une nouvelle donnée territoriale, selon une conception moderne d’architecture et d’urbanisme, ainsi selon les fonctions socioculturelles et économiques contemporaines. The medina of Bou-Saada represents one of the historical heritages in our country, it has represented an exceptional value, and a witness of great moments of history and technical and cultural changes for nine centuries, thus an about complete offer of great tourism. But, it has today a dubious future, Its sudden architectural heritage of the harmful attacks, in addition to the traditional factors of degradation, these attacks due to the accelerated urban development and not maitrized, this last having impacts on the life of the company in general from the cultural, social and economic... The urban fabric of the medina knows a very advanced degradation with the lack of maintenance, the introduction of new materials and methods of construction, and with the unsuited specific interventions and especially with the difficulties relating to the management of this inheritance for lack of a specific regulation of town planning which defines the statute of the medina. The safeguarding of the medina of Bou-Saada, and its integration in urban dynamics, in full technological change, is a complex process, because of the increase of the factors and problems which affect it. The interventions carried out in the medina since independence; remain far from the traced objectives, for lack of research and serious scientific studies. They cannot stop the degradation of the medina, thus the inhabitants do not cease transplanting towards the adjacent districts. In front of this critical situation, one tried in this research to wonder, about " the safeguarding of this inheritance " in this fragile context, in order to improve the living conditions of his inhabitants, and to bring to integrate the medina into a new territorial data, according to a modern design of architecture and town planning, thus according to functions social, cultural and economic contemporary. تعتبر مدینة بوسعادة العتیقة إحدى الموروثات التاریخیة التي تزخر بھا بلادنا ، حیث أنھا تمثل قیمة فریدة ، و شاھد على حقب تاریخیة كبیرة ، وكذا مختلف التحولات الثقافیة و التقنیة منذ تسع قرون . زیادة على الدور الكبیر التي تلعبھ في تعزیز القطاع السیاحي . بید أن مستقبلھا بات غامضا ، فإرثھا المعماري یتعرض إلى الإتلاف ، زیادة على العوامل التقلیدیة لذلك ، فإنھ ناتج أیضا عن التطور العمراني المتسارع الغیر متحكم فیھ ، ھذا الأخیر لھ آثار بالغة في الحیاة المعاشة للمجتمع برمتھ سواء كانت ثقافیة ، اجتماعیة أو اقتصادیة.... إن النسیج العمراني للمدینة العتیقة یعرف تدھورا جد متقدم في غیاب الصیانة ، بسبب إدخال طرق و مواد بناء جدیدة ، و كذا التدخلات الأحادیة و العشوائیة ، و كذا صعوبة تسییر ھذا الموروث في غیاب مواد تنظیمیة خاصة ، التي تحدد الطبیعة القانونیة لھا. الحفاظ على مدینة بوسعادة العتیقة ، و دمجھا في الدینامیكیة العمرانیة ، وسط التحولات التكنولوجیة الراھنة ، أمر لیس بالسھل ، بسبب التنامي المطرد لمختلف العوامل و المشاكل المؤثرة. فالتدخلات المفضیة منذ الاستقلال ، بقیت بعیدة عن الأھداف المرجوة ، و ھذا لنقص الأبحاث و الدراسات العلمیة الجادة ، التي لم تستطع إیقاف تدھور المدینة العتیقة ، كما أن سكانھا لم یلبثوا إلا أن ینتقلوا للعیش في الأحیاء المجاورة. في مقابل ھذه الوضعیة الحرجة ، تساءل ھذا البحث عن كیفیة المحافظة على ھذا الموروث ، في ھذا الوسط الھش ، من أجل تحسین الظروف المعیشیة للسكان ، و الوصول إلى طریقة تمكننا من جعل المدینة العتیقة تستجیب للمعطیات الإقلیمیة الجدیدة، حسب تصور معماري و عمراني حدیث ، و كذا حسب الوظائف و الممارسات الاجتماعیة ، الثقافیة و الاقتصادیة المعاصرة.
