Abstract

تشكل التنمية احد أهم المطالب التي تطلبها الدول و الحكومات ، كما يطلبها الآحاد من الأفراد ،فهي بذلك المطلب رسمي و جماهيري ،إلا أن تحقيقها على ارض الواقع محكوم بالاستراتيجيات المختلفة التي تشكل مرجعيات خاصة في تصور النموذج الأنجع للوصول إلى الهدف الأحسن و بأسرع وقت ممكن و من ضمن الاستراتيجيات تلك التي لا تكتفي بالجانب الاقتصادي وحده ،إنما توظف إلى جانبه الجانب الثقافي لما له من أهمية قصوى في تحريك القوى التنموية ،وعلى رأسها الإنسان، حيث تشتغل عليه بما يحمله من تطورات و معتقدات و قيم ، و تتقاطع هذه الدراسة مع هذه الإستراتيجية عندما تبحث في المحددات الثقافية للتنمية من خلال احد مكونات الثقافة ،وهو التراث الشعبي الممثل فيها بأحد مكوناته أيضا وهو المثل الشعبي و ذلك بالبحث عن قيم التنمية فيه.ولهذا الغرض تم تقسيم الدراسة إلى جانبين نظري حوا سبع فصول ،عالج الأول منها إشكالية الدراسة و تساؤلاتها و مفاهيمها و مدخلها ،و قبل ذلك أسباب اختيارها و أهدافها بينما اهتم الثاني بالثقافة ماهيتها وركز أخره على الثقافة الجزائرية بنقاش ملمحها العام عبر تعريفها ومكوناتها في حين تساءل الفصل الثالث التنمية في جوهرها وناقش بعض النظريات فيها. أما الفصل الرابع فقد اهتم بالتراث الشعبي من حيث نشأته و أقسامه و مواجهاته مع العولمة ثم علاقته بالتنمية التنمية ،بينما اتجه الفصل الخامس صوب تقصي المثل الشعبي من حيث نشأته والأشكال القريبة منه، وأنماطه ووظائفه و أهمية تناوله. في حين ركز الفصل السادس على علاقة التنمية بالثقافة من خلال القيم بالبحث في طبيعة العلاقة بينها وبين التنمية، بينما تعنون الفصل السابع بـ: الثقافة والتنمية في التجربة الجزائرية،وحاول أن يستوضح مكانة هذين المتغيرين في مجتمع الدراسة الكبير،وهو الجزائر. ثم جاء الجانب الميداني الذي ضم ثلاث فصول الثامن الذي خصص للإجراءات المنهجية ،و التاسع الذي كان لتحليل البيانات، وكان العاشر لعرض ومناقشة نتائج الدراسة مع الإشارة إلى أن الدراسة اتخذت من منطقة بسكرة ميدانا لها فبحثت في مدى حضور القيم التنمية في المثل الشعبي بهذه المنطقة، وقد خلصت الدراسة إلى جملة من هذه النتائج أهمها : - أن المثل الشعبي بمنطقة بسكرة يحوي قدرا مقبولا من القيم التنموية و الحاثة على التنمية - إن القيم التنموية الحاضرة في المثل الشعبي لا تنحصر في مجال بعينه ،إنما تتجه نحو التنوع. - إن ظهور قيم التنمية في المثل الشعبي بمنطقة بسكرة ،يتأثر بعوامل السن ،و الجنس و المستوى التعليمي . - إن اثر الثقافة في التنمية كشف عن نفسه بوضوح من خلال الدراسة على الأقل على المستوى التصوري . Abstract Development is today one of the most important demands required by the states and governments, as required by individuals so it is a formal and a public requirement , but the achievement on the ground is doomed by strategies different form the terms of reference, especially in depicting the successful model to reach the goal the better as soon as possible and within the strategies of those that not only the economic aspect alone, but employs his side the cultural side because of the importance of the forces in moving the forces of development, especially the human where operates upon the magnitude of the perceptions and beliefs and values and intersect this study with this strategy when looking at the determinants of cultural development through one components of the culture and folklore is represented by one of its components is also a popular proverb, and that the search for the values of the development. For this purpose, the study was divided into two sides. Theoretical contains six chapters treat the first of which is problematic study and its questions and concepts, and the entrance and before knead reasons selected and objectives, while interested in the second culture in what they are focused Another Algerian culture discussion its general view over the definition and components while the third chapter questioned development, in essence, and discussed some of the theories, which focused the other where Development and vary in Algeria. Either the fourth quarter was interested in folklore in terms of its origins and its divisions and confronted with globalization and its relationship to development. While singled fifth Chapter similarly popular in terms of its origins and shapes nearby and patterns and functions and the importance of it and focused Chapter six on the relationship of culture development through values research into the nature of the relationship between them and the development and then came the seventh chapter which presents the relationship between culture and development as an Algerian experience and tried to clarify the importance of these two aspects in the large society of the research ,and then came the side of the field, and was devoted into three parts,the eighth chapter focused on the procedures methodology and the ninth chapter was to analyze the data and, and the tenth chapter was to display and discuss the results of the study. noting that the study taken from the area of Biskra as an example have focused on the extent of the presence of the values of development in the popular proverb in this region region The study concluded not to inter Results of the most important that are; -The popular proverb in the region of Biskra contains some of the values and developmental consists on development. -The values present in the popular proverb are not confined to a particular area but are moving toward diversity. - -The appearance of development values of popular proverb in the region of biskra is affected by age , sex, and educational level. - -The effect of culture on development has appeared clearly through this study on the visionary level.
