Abstract

Nowadays, the public and private enterprises are suffering from the pressures of international competition resulting from the globalization for the liberalization of the international trade in addition to omit the borders and obstacles before the movement of goods, services and capitals between the different countries of the world which lead to arise the degree of competition between public and private enterprises through the world. But, to be competitive enterprise, it should get resources that help it to realize permanent competition. The human element is therefore the essential one at the enterprise to realize permanent competition if there is efficiency, permanent and complementary conduct of this element because the distinguished conduct is able to control the others for realizing special results. The realization of permanent competition through the conduct of the human element includes essentially the attempt to change the reflection method about the human element from considering it the responsibility of the enterprise into strategic quality because in the context of knowledge economy, only the enterprises that believe seriously that the quality of their competitors is based on the development of their workers will success when insisting on this belief during their work.
