Abstract

RESUME : هدفت هذه الدراسة للكشف عن دور الإدارة الإلكترونية في تطوير المنظمة الجزائرية - بلدية بسكرة أنموذجا- ، وذلك من خلال البحث في مستوى تطبيق بلدية بسكرة للإدارة الإلكترونية و مدى رضا المواطنين و الموظفين عن هذا المستوى. إستخدمت الباحثة منهج دراسة الحالة بحيث طبقت أدوات الدراسة المتمثلة في أربعة استبيانات ، ثلاثة منها تستهدف الموظفين وتتمثل في : إستبيان الإدارة الإلكترونية و استبيان التطوير التنظيمي و إستبيان رضا الموظفين( الزبون الداخلي ) و ذلك بعد التأكد من خصائصها السيكومترية ، حيث طبقت على 31 موظف بالمصلحة أي إعتمدت المسح الشامل ، و الرابع إستبيان خاص برضا المواطنين ( الزبون الخارجي ) مطبق على عينة مكونة من 365 زبونا ممن إستجابوا على الإستبيان الموزع إلكترونيا من مجتمع دراسة مقصود بلغ عدده 26340 في التحليل الإحصائي للبيانات إستخدمت الباحثة ببرنامج الحزم الإحصائية (SPSS 25 ) و برنامج (PROCESS v3.4.1 )، حيث تم التوصل إلى النتائج الآتية: - مستوى تطبيق الإدارة الإلكترونية والتطوير التنظيمي بمصلحة التنظيم العام ببلدية بسكرة كان متوسطا عند مستوى الدلالة (0.05≥α) . - مستوى رضا الموظفين والمواطنين إتجاه تطبيق الإدارة الإلكترونية في الممارسات الإدارية بمصلحة التنظيم العام ببلدية بسكرة كان متوسطا مستوى الدلالة (0.05≥α) . - تساهم الإدارة الإلكترونية في تحقيق التطوير التنظيمي بمستوى متوسط عند مستوى الدلالة (0.05≥α) من وجهة نظر موظفين مصلحة التنظيم العام ببلدية بسكرة . - تلعب الإدارة الإلكترونية دورا متوسطا في تحقيق التطوير التنظيمي عند مستوى الدلالة (0.05≥α) في ظل رضا الموظفين ( زبون داخلي ) بمصلحة التنظيم العام ببلدية بسكرة . ABSTRACT : This study aimed to reveal the role of electronic management in the development of the Algerian organization – Municipality of Biskra as a case form، - This is through researching the level of application of the municipality of Biskra about electronic management and the extent of satisfaction of citizens and employees with this level. The researcher used the case study method ;so she applied the study tools represented in four questionnaires, three of which target employees, and they are as follows: : Electronic management questionnaire, organizational development questionnaire and employee satisfaction questionnaire ( internal customer ), after confirming the psychometric characteristics, as it was applied to 31 employees of the. Departement. This means that the researcher used the comprehensive survey method, the fourth citizen satisfaction questionnaire ( external customer ) applied to a sample of 365 clients whose responded to the questionnaire distributed electronically from an intended study community of 26340 In the statistical analysis of the data, the researcher used the statistical package program (SPSS 25) and the program (PROCESS v3.4.1), where the following results were reached : - The level of application of electronic management and organizational development in the General Organization Department of Biskra Municipality was average at the level of significance (0.05). - The level of satisfaction of employees and citizens towards the application of electronic management in administrative practices in the General Organization Department in the municipality of Biskra was medium, the level of significance was (0.05 ≥ α). - Electronic administration contributes to the achievement of organizational development at an average level at the level of significance (0.05 ≥ α) from the point of view of employees of the General Organization Department in the municipality of Biskra. - Electronic management plays a medium role in achieving organizational development at the level of significance (0.05 ≥ α) in light of employee satisfaction (internal customer) in the interest of general organization in the municipality of Biskra.
