Abstract

RESUME : جاءت هذه الدراسة للبحث في الإشكالية التي مفادها وجود معوقات تمنع أو تحد من مشاركة السكان في التنمية الحضرية بأحياء مدينة بسكرة، وقد تم ايجاز مشكلة الدراسة بالسؤال الرئيس الآتي: ما هي معوقات المشاركة السكانية في التنمية الحضرية بمدينة بسكرة من وجهة نظر الساكنة ؟ ويترتب عن هذا السؤال الأسئلة الفرعية الآتية: 1- كيف يؤثر الشعور بعدم الانتماء للحي على عزوف السكان عن المشاركة في التنمية الحضرية بمدينة بسكرة؟ 2- كيف يمكن لضعف التمثيل السكاني أن يعوق المشاركة السكانية في التنمية الحضرية بمدينة بسكرة؟ 3- هل المعاملات الإدارية تساهم في إعاقة المشاركة السكانية في التنمية الحضرية بمدينة بسكرة؟ وكمحاولة للاجابة عن هذا التساؤل وللإحاطة بالموضوع أكثر تم وضع الافتراضات التالية: 1- كلما زاد شعور عدم انتماء الساكن للحي كلما زاد عزوفه عن المشاركة في التنمية الحضرية للحي بمدينة بسكرة. 2- يؤثر ضعف التمثيل السكاني (المتمثل في لجان الأحياء) سلبا على المشاركة السكانية في التنمية الحضرية للحي بمدينة بسكرة. 3- تساهم المعاملات الإدارية في إعاقة المشاركة السكانية في التنمية الحضرية للحي بمدينة بسكرة. شملت هذه الدراسة جانبين نظري بأربعة فصول وميداني بفصلين. استعنا بالمنهج الوصفي التحليلي الذي وجدنا أنه يتناسب مع طبيعة وموضوع الدراسة. أما فيما يخص مجتمع الدراسة والعينة بعد اختيارنا للأحياء من مدينة بسكرة بطريقة قصدية، قمنا بسحب نفس النسبة المئوية من العدد الكلي للأسر في كل حي لتشكل لنا في الأخير مجموع مفردات العينة الكلي. تم معها تطبيق الاستمارة كأداة رئيسية لجمع البيانات. في الأخير توصلت الدراسة إلى خلاصة عامة تتلخص في أن سكان مدينة بسكرة يمنعهم عدم شعورهم بالانتماء إلى الأحياء حيث يقطنون من المشاركة في تنميتها، ذلك أن تحقيق التنمية الحضرية مرهون بتأهيل وتعميق الانتماء بين الفرد ومدينته. كما أن سوء المعاملة التي يتلقونها من مختلف الإدارات العمومية تعزز من عزوفهم عن المشاركة في التنمية الحضرية. ABSTRACT : This study examined the problem that there are obstacles that prevent or limit the participation of residents in urban development in the neighborhoods of the city of Biskra. The problem of the study was summarized by the following main question: What are the obstacles to participation of the population? in the urban development of the city of Biskra from the point of view of the inhabitants? This question gives rise to the following sub-questions: 1- How does the feeling of not belonging to the neighborhood affect the reluctance of residents to participate in the urban development of the city of Biskra? 2- How can low representation of the population hinder the participation of the population in the urban development of the city of Biskra? 3- Do administrative transactions contribute to hindering the participation of the population in the urban development of the city of Biskra? To try to answer this question and better understand the subject, the following hypotheses were formulated: 1- The greater the resident's feeling of non-belonging to the neighborhood، the greater their reluctance to participate in the urban development of the neighborhood of the city of Biskra. 2- The low representation of the population (represented in neighborhood committees) negatively affects the participation of the population in the urban development of the district of the city of Biskra. 3- Administrative transactions contribute to hindering the participation of the population in the urban development of the district of the city of Biskra. This study included two aspects، theoretical with four chapters and field with two chapters. We used the descriptive analysis method، which we deemed appropriate to the nature and purpose of the study. As for the population studied and the sample، after intentionally selecting the neighborhoods of the city of Biskra, we subtracted the same percentage from the total number of families in each neighborhood to finally constitute the total sample, The questionnaire was used as the main data collection tool. Finally, the study reaches the general conclusion that the inhabitants of the city of Biskra are prevented by their lack of feeling of belonging to the neighborhoods where they live from participating in their development, because the achievement of urban development requires rehabilitation and the deepening of belonging between the individual and his city, The mistreatment they suffer from various public administrations also reinforces their reluctance to participate in urban development.
