Abstract

ملخص: تسعى هذه الدراسة إلى استكشاف أثر تطبيق مبادئ حوكمة المعلومات على مخاطر الأمن السيبراني في بيئة المكتبات الجامعية، والتي أصبحت تعتمد بشكل متزايد على النظم الرقمية في إدارة مصادرها وخدماتها. وقد لوحظ أن تزايد التهديدات السيبرانية، مثل الاختراقات وتسريب البيانات، الأمر الذي يفرض تحديات كبيرة على المكتبات، مما يستدعي تبني أطر حوكمة فعّالة لإدارة المعلومات وحمايتها.ولقد خلصت الدراسة على مجموعة من النتائج مفادها: أن عينة الدراسة يغلب عليها الطابع الخبير، حيث يشكل الموظفون ذوو الخبرة المتوسطة إلى الطويلة النسبة الأكبر، وهو مؤشر مهم في سياق تحليل مدى إدراك العاملين بالمكتبات الجامعية لقضايا الحوكمة والمخاطر السيبرانية.وان مستوى وعي اخصائي المعلومات لمخاطر الامن السيبراني متوسطة على مستوى مكتبات الشرق الجزائري، إضافة إلى أن اهتمام المكتبات الجامعية محل الدراسة بالرفع من مستوى وعي لدى أخصائيي المعلومات بالمفاهيم الأساسية لمخاطر الأمن السيبراني متوسط ما يعكس فهمًا مفاهيميًا وتقنيًا مقبولًا لأبعاد هذه المخاطر من حيث تأثيرها على سرية البيانات وسلامتها وتوافرها.وفي ضوء ذلك، توصي الدراسة بضرورة تعزيز سياسات الحوكمة، وتكاملها مع خطط الأمن السيبراني، وتوفير البنية التحتية والموارد التقنية والبشرية اللازمة لحماية المعلومات في المكتبات الجامعية. الكلمات المفتاحية: حوكمة المعلومات؛ مخاطر الأمن السيبيراني؛ المكتبات الجامعية؛ الشرق الجزائري ABSTRACT : his study aims to explore the impact of applying information governance principles on cybersecurity risks in the context of university libraries, which are increasingly relying on digital systems to manage their resources and services. The growing number of cyber threats—such as data breaches and intrusionsposes significant challenges to libraries, thereby necessitating the adoption of effective information governance frameworks to manage and protect data. The study concluded with several findings, most notably that the sample primarily consisted of experienced professionals, with the majority of participants having moderate to extensive experience. This is a significant indicator when analyzing the level of awareness among university library staff regarding governance and cybersecurity issues. The study found that the level of awareness among information specialists regarding cybersecurity risks is moderate in university libraries located in Eastern Algeria. Moreover, the level of institutional effort to raise awareness among information specialists about the fundamental concepts of cybersecurity risks was also moderate, reflecting an acceptable conceptual and technical understanding of the risks—particularly in terms of data confidentiality, integrity, and availability.In light of these findings, the study recommends strengthening information governance policies, integrating them with cybersecurity strategies, and providing the necessary technical infrastructure and human.
