Abstract

The challenges that modern party organizations face are not only limited to confronting competitors, creating flexible strategies and adopting various policies, but there are many dimensions and challenges that these organizations face in light of the internal conflicts they suffer and which deplete their human resources that are almost more important and have greater influence in achieving their goals and strategies to win The legislative benefits bet. Therefore, recognizing the continuing requirements and needs of the human element is the main and effective engine to enhance the level of organizational commitment of its representatives of the political elites, which are bet on by political parties as one of the most prominent variables that contribute to improving performance and organizational effectiveness, and the need to study organizational behavior and its research areas is a priority and a necessary means of presenting visions and solutions to the different issues and problems that have become a prominent feature of their environment, is what our complementary study is trying to research. This study aims to identify the impact of the organizational commitment of political elites on the organizational effectiveness of political parties in the National People's Assembly by measuring the level of organizational commitment and effectiveness of the National People deputies during the 2017-2021 election period and to ensure the validity of the relationship between organizational commitment and organizational effectiveness and identify differences in the vision of Deputies on the themes of studying organizational commitment to different personal variables. Our study also aimed to look forward to the most important personal and functional variables of MPs on which political parties depend in order to achieve the highest level of performance. This study employed the descriptive approach through the application of a questionnaire prepared for the purpose of collecting data from an original sample of 132 out of 462 deputies from the first chamber of parliament and a sub-sample of 1,791 voters from within the country and the Algerian community. To analyze the data, SPSS and several statistical tests were used to verify the validity of hypotheses, and the student used in the study's statistical assignments the level of statistical significance at (0.05=α) meaning that the probability of error is 5%, which is appropriate for the nature of the research. The field study concluded that the organizational commitment has many positive effects that benefit political parties by allowing them to predict the performance of their representatives in the National People's Assembly and guide them towards achieving their controlled objectives, implementing their programs and addressing most development issues in most areas, in accordance with policies consistent with their orientations and convictions. The study also concluded that the regulatory commitment has a negative impact on the ability of political parties to ensure their survival, continuity and growth, which prevents the polarization of voters supporting the ballot boxes and as a result the loss of many seats in the National People's Assembly, where the results of the study showed a difference between the visions of deputies and voters about the functions of legislation and oversight, which may hinder political parties in maintaining the same parliamentary composition or achieving more representation at the level of parliament , Accordingly, the student made several recommendations, most notably encouraging further field research by political parties to learn about more factors affecting organizational commitment and to work to raise the levels of commitment of their representatives in the National People's Assembly. This benefits in achieving outstanding performance, achieving the objectives of the ruler, relying on more comprehensive strategies in selecting its representatives and drawing clearly defined policies that conform to the aspirations and needs of society by monitoring the trends of society and the opinions of those who love the current issues before presenting them to MPs in order to ratify by sounding opinions, ensuring that they remain in power.
