Abstract

الملخص: يتناول هذا البحث جاهزية المكتبات الجامعية بالشرق الجزائري لتنفيذ الحوكمة الالكترونية، ولقد حاول الباحث معرفة مدى جاهزية هذه المكتبات من عدة جوانب بداية بالبيئة الداخلية وكل مكوناتها ثم البيئة الخارجية، الباحث اعطى رؤية استشرافيه للمكتبات الجامعية بعد تنفيذ الحوكمة الالكترونية مبرزا للإضافة القيمة في العمل الاداري والتوجيهي والعلمي لهاته المكتبات الجامعية بعد تنفيذ المشروع المراد تنفيذه غير أن بعد التحليل وجدنا مواطن للضعف على المكتبات الجامعية بالشرق الجزائري الرفع منها. كما وجدنا نقاط للقوة يمكن ان تعزز وتوجد فرص يمكن ان تستغل تساعد على التنفيذ الباحث وجد عدة تهديدات ستؤثر على تنفيذ الحوكمة الالكترونية من خلال العوائق والتحديات الموجودة على الساحة الوطنية، ولقد سعى الباحث الى تقديم مجالات للتخطي تتلاءم مع بيئة المكتبات الجامعية بالشرق الجزائري بها تتخطى التحديات الموجودة. الكلمات المفتاحية: المكتبات الجامعية، الحوكمة الالكترونية، الشرق الجزائري، الجاهزية RESUME : Cette recherche porte sur l'état de préparation des bibliothèques universitaires de l'est de l'Algérie à mettre en œuvre la gouvernance électronique. Le chercheur a tenté de connaître l'étendue de l'état de préparation de ces bibliothèques sous plusieurs aspects, à commencer par l'environnement interne et toutes ses composantes, puis l'environnement externe. Le chercheur a donné une vision prospective pour les bibliothèques universitaires après la mise en œuvre de la gouvernance électronique, en soulignant le complément précieux au travail administratif, d'orientation et scientifique pour ces bibliothèques universitaires après la mise en œuvre du projet à mettre en œuvre, mais après l'analyse, nous avons trouvé des domaines. Nous avons également identifié des points forts qui peuvent être renforcés et des opportunités qui peuvent être exploitées pour aider à la mise en œuvre. Le chercheur a identifié plusieurs menaces qui affecteront la mise en œuvre de la gouvernance électronique. Face aux obstacles et défis qui existent sur la scène nationale, le chercheur a cherché à présenter des domaines compatibles avec l'environnement des bibliothèques universitaires de l'Est algérien et qui permettent de surmonter les défis existants. Mots-clés : Bibliothèques universitaires, gouvernance électronique, Est Algérien, préparation ABSTRACT : This resache deals with the radines of university libraries in eastern Algeria to implémenté e-gouvernance. The resarcler tried to know the readiness of these libraries frome several aspects, starting with the internal environment and all its components, then the external environment. The researcher gave a forward-looking vision for university libraries after implementing e-gouvernance, highlighting the valuable addition in the administrative, guidance and scientific work of these university libraries after implementing the Project to Be implemented. However, after the analysis, we found Weaknesse for university libraries in eastern Algeria That Need to be addressed. We also found strengths that can be enhanced and opportunities can be exploited to help with implementation. The researcher found several threats that will affect the implementation of e-gouvernance through the obstacles and challenges present on the national scene. The researcher sought to provide areas that are compatible with the environment of university libraries in eastern Algeria, which overcome the existing challenges.
