Abstract

RESUME : ملخص الدراسة تهدف هذه الدّراسة إلى التعرف على دور الأمن السّيبراني في الحدّ من انتشار جنوح الأحداث الرّقمي في الوسط الحضري بمدينة بسكرة، وللوصول إلى النتائج التي تحقق هذا الهدف قمنا بطرح مجموعة من التساؤلات، وجاء التساؤل الرئيسي كما يلي: ما هو دور الأمن السيبراني في مكافحة جنوح الأحداث الرقمي في الوسط الحضري؟ وكانت الأسئلة الفرعية: ما هو الدّور الوقائي للأمن السّيبراني للحد من انتشار جنوح الأحداث الرّقمي في الوسط الحضري؟ فيما تتمثل التقنيات الرقمية التي يستخدمها الأمن السيبراني للحد من انتشار جنوح الأحداث الرقمي في الوسط الحضري؟ ما هو الدّور الرّدعي للأمن السّيبراني للحد من انتشار جنوح الأحداث الرّقمي في الوسط الحضري؟ ومن أجل الإجابة على هذه التساؤلات قمنا بمجموعة من الإجراءات المنهجية و الميدانية حيث تم تحديد المجال المكاني المتمثل بفرقة مكافحة الجرائم السيبرانية بمدينة بسكرة، أما بالنسبة للمجال البشري فتمثل في أفراد فرقة مكافحة الجرائم السيبرانية، بالإضافة إلى أخصائي اجتماعي بمركز التضامن الاجتماعي بمدينة بسكرة ومحامية مكلفة بقضايا جنوح الأحداث الرقمي، وقد استخدمنا المنهج الوصفي معتمدين على التحليل الكيفي لبيانات الدراسة، كما اعتمدنا على الملاحظة البسيطة كأداة مساعدة وأداة المقابلة المفتوحة كأداة أساسيّة لجمع البيانات، وتتكون المقابلة من 03 محاور بمجموع 99 سؤال. وبعد جمع المعلومات و تحليلها توصلنا إلى النتائج التالية:  تعتمد فرقة مكافحة الجرائم السّيبرانية بمدينة بسكرة على عدة استراتيجيات توعوية إقناعية تجمع بين العقلية والعاطفية مستخدمة في عدة مجالات لتوعية الأحداث بمختلف المخاطر الرقمية.  تستخدم فرقة مكافحة الجرائم السّيبرانية بمدينة بسكرة أحدث التّقنيات والبرامج للكشف عن مختلف الهجمات والاختراقات الإلكترونية وتعطيلها من بينها: التشفير وأنظمة كشف التسلّل بالإضافة إلى البحث والتحليل الجنائي الرّقمي وغيرها من التّقنيات والبرامج.  يتمثّل الدور الردعي لفرقة مكافحة الجرائم السّيبرانيّة بمدينة بسكرة، في تطبيق الإجراءات القانونية المناسبة التي من شأنها أن تكون ردعًا للأحداث. الكلمات المفتاحية: الأمن السّيبراني، جنوح الأحداث الرّقمي، الوسط الحضري. ABSTRACT : The study summary This study seeks to examine the role of cybersecurity in curbing the spread of digital juvenile delinquency within the urban social environment of the city of Biskra. In order to generate findings consistent with this sociological orientation, a series of research questions was developed, with the principal question formulated as follows: What is the role of cybersecurity in combating digital juvenile delinquency within the urban environment? Sub-questions: 1. What is the preventive role of cybersecurity in limiting the spread of digital juvenile delinquency in the urban environment? 2. What digital technologies are employed by cybersecurity to reduce the spread of digital juvenile delinquency in the urban environment? 3. What is the deterrent role of cybersecurity in curbing the spread of digital juvenile delinquency in the urban environment? To address these research questions, we implemented a set of methodological and field procedures. The spatial scope of the study was defined as the Cybersecurity Unit responsible for combating cybercrime in the city of Biskra. The human scope included members of this Cybersecurity Unit, as well as a social worker at the Social Solidarity Center in Biskra and a lawyer specializing in digital juvenile delinquency cases. A descriptive research approach was adopted, drawing on qualitative analysis of the collected data. Simple observation was employed as a supplementary tool, while the open-ended interview served as the primary instrument for data collection. The interview was structured around three thematic axes and comprised a total of 99 questions. The study yielded several key findings: 1. The Unit for Combating Cybercrimes in Biskra city relies on various persuasive awareness-raising strategies, ranging from rational to emotional appeals, utilizing several persuasive techniques to educate juveniles about diverse digital risks. 2. The Unit utilizes the latest technologies and software to detect, disable, and investigate various cyber attacks and intrusions. These include encryption, intrusion detection systems (IDS), digital forensics analysis, and other relevant technologies and programs. 3. The deterrent role of the Cyber security Unit manifests through the application of appropriate legal measures designed to act as a deterrent for juveniles.
