Abstract

Within the frame of globalization, the United States of America is seeking to spread the democracy in the different countries of the world however, this had arouse serious intellectual dispute between the Arab and Islamic cultural circles regarding the possibility to depend upon the liberal democracy in Islamic societies, therefore, we will attempt through this article to identify the extent to extend the Islamic state in order to include this thinking. Among the salient values of Western liberal democracy, the scularism state had been founded in Europe in order to achieve superior political goals such as; the liberation of European people from the domination of the church, as the pope had dominated the people and they had coerced than due to the enlightenment with the transfer of political influence from the popes to the people and from the religious context to the civil context and that represent the political conception of scularism which is not against the religion as the founders Western State admit the role of religious and moral dimension in the society as people request to have faith and they prefer Christianity than the other religion. The scularism state had expended and had admitted that the Islamic political system in civilized and that politics that not originate from religion as they are subject to consultation as the Islamic perspective of scularism is different from the Western Perspective and which would require an Islamic frame for the State however, the Islamic state had not been a religious state as this believe is very different from the general Islamic frame. The wrong believe from the western scientists about religion had caused a crack in the political and social circles in the Islamic and Arabic societies and which had impeded the progress in spite of the goals of Islamic current and which is the liberation of people as both sides had recognized this fact and had assisted in the orientation of efforts towards the requested goals.
