Abstract
We have imposed a post-Cold War re-think the dimensions of international relations came this period institution for each interactions of military, political, economic, cultural ... etc, it seems clear the impact of the cultural dimension in international relations after this period, especially after the appearance of the treatise "The End of History" Francis Fukuyama, and thesis "clash of civilizations" of Samuel Huntington. Have been deeper in this dimension through his studies at the foreign policy of the model chosen, "European Union" and orientations in the Maghreb region, according to the parameters theory known to the levels of Foreign Policy Analysis: Level systemic; where the structure of the system chaotic, and the nature of the distribution of cultural power in which an important role and specific Foreign Policy of the European Union towards the Maghreb region. and at the national level or domestic ; which includes decision-makers at the European level as elite cultural contributed to the process of European integration work on the dissemination of norms and principles of liberal democracy among the other members of the Union, and within the context of historical, cultural reflected on the Where political elites worked following the recent turn also to build a model age "of the European Union." There is the level of institutional regard to the latter as an institution or an international organization on - rose to national governance model thanks to the internalization of the cultural dimension in the external behavior and participation in building the environment of systemic (international) norm.
